The location of difficulty, so the likelihood of difficulty is taken into account rather than its actuality, just as istijmar is permitted over a flowing river. As for madhy (pre-seminal fluid), it is a customary and frequent occurrence; it may even be more frequent in some people than urine. 'Ali ibn Abi Talib (11), may Allah be pleased with him, said: "I was a man who experienced much madhy, and the Prophet -may Allah bless him and grant him peace- said: 'That is the fluid of the stallion (ma' al-fahl), and every stallion has fluid.'" Sahl ibn Hunayf (11) also said: "I was a man who experienced much madhy, and I would perform ghusl (full ablution) frequently due to it." For this reason, Malik made wudu' (ablution) mandatory because of it, whereas he does not make it mandatory for rare occurrences; thus, it is not part of our specific issue. It is mandatory to wash the penis and the testicles because of it according to one of the two narrations, as an act of worship ('tabu'udan'). The other [narration] is that it is not mandatory, and the command of the Prophet -may Allah bless him and grant him peace- to wash it is for recommendation (istihbab), by analogy with other things that exit [the body]. Section: One should not perform istijmar with his right hand, due to the statement of Salman in his hadith: "He has forbidden us from performing istinja' with our right hand." Narrated by Muslim (12). Abu Qatadah also narrated that the Messenger of Allah -may Allah bless him and grant him peace- said: "None of you should hold his penis with his right hand, nor wipe himself after using the toilet with his right hand."
