And Abu Hanifah said: It is permissible to remove impurity with any pure liquid that removes the substance and the effect, such as vinegar, rose water, and the like. It is narrated from Ahmad what indicates the same, because the Prophet -may Allah bless him and grant him peace- said: "If a dog laps from the vessel of one of you, let him wash it seven times." He made the washing absolute, so restricting it to water requires evidence. Furthermore, because it is a pure, removing liquid, it is permissible to remove impurity with it, like water. As for that which does not remove [impurity], such as broth or milk, there is no disagreement that impurity is not removed by it.

Our evidence is what has been narrated that the Messenger of Allah -may Allah bless him and grant him peace- said to Asma bint Abu Bakr: "If menstrual blood gets on the garment of one of you, let her rub it, then rinse it with water, then let her pray in it." Reported by al-Bukhari. And from Anas, may Allah be pleased with him, that the Prophet -may Allah bless him and grant him peace- ordered a bucket of water
