And with his chain of narration (21) from Anas, that he said: We were forbidden, or commanded, not to say more to the People of the Book than: "Wa 'alaykum" (And upon you). Abu Dawud said: I said to Abu Abd Allah: Do you dislike that a man says to a Dhimmi: How are you this morning? [Or: How are you doing?] (22) Or: How is your state? Or something similar? He said: Yes, I dislike it (23), this in my view is greater than the greeting (salam). Abu Abd Allah said: If you meet him on the road, do not make the way wide for him. This is because of what preceded in (24) the hadith of Abu Hurayrah. It was narrated from Ibn Umar that he passed by a man and greeted him, then it was said: He is a kafir (disbeliever). He said: Return to me what I said to you. He replied to him, so he said: May Allah increase your wealth and your children. Then he turned to his companions and said: "Increase" is for the jizya. Ya'qub ibn Bakhtan said: I asked Abu Abd Allah and said: We deal with the Jews and Christians, and we come to them in their homes while there are Muslim people with them, should we greet (25) them? He said: Yes, you intend the greeting for the Muslims. He was also asked about shaking hands with the people of the Dhimmah, and he disliked it.
Section: What some of the people of the Dhimmah mention, that the jizya is not obligatory upon them and that they possess a document from the Prophet (peace be upon him) exempting them from it, is not valid. Abu al-Abbas ibn Surayj was asked about that, and he said: No one among the Muslims has transmitted this. He mentioned that they were demanded to produce it, so they brought out a document they claimed was in the handwriting of Ali, may Allah be pleased with him, written on behalf of the Messenger of Allah (peace be upon him). It contained the testimony of Sa'd ibn Mu'adh and Mu'awiyah, but its date was after the death of Sa'd and before the conversion of Mu'awiyah, so this was used as evidence for its falsehood (27). Furthermore, their word is not accepted, and no one whose narration is relied upon has reported this.
Section: Abu al-Khattab said: They are to be humiliated when the jizya is taken; their standing is to be prolonged, and their hands are to be pulled when taking it. He went by the saying of Allah the Almighty: "...until they pay the jizya with a willing hand while they are" (28). It is said: The humiliation is their commitment (29) to the jizya and the application of our rulings upon them. It is not accepted for them to send it; rather, the Dhimmi must come personally with it and pay it while he is standing and the receiver is sitting. They are not to be dealt with harshly in collecting it, nor are they to be tortured if they are in financial distress, for when Umar, may Allah be pleased with him, was brought a large amount of wealth—Abu Ubayd said: I believe it was from the jizya—he said: I think you have destroyed the people. They said: No, by Allah, we did not take anything except easily and purely. He said: Without a whip or coercion (30)? They said: Yes. He said: Praise be to Allah who did not make this occur by my hand or under my authority.
