a group that is sufficient in their fighting; whether they be soldiers who have diwans (payrolls) for that purpose, or they have prepared themselves for it voluntarily such that if the enemy targets them, protection is achieved through them. There must be in the borderlands those who repel the enemy from them, and an army is sent out every year to raid the enemy in their own lands.
Section: Jihad becomes an individual obligation (ta'ayyun) in three situations: First, when two armies meet and the two lines confront each other; it becomes forbidden for anyone present to withdraw, and staying becomes an individual obligation upon him, due to the saying of Allah the Exalted: {O you who have believed, when you encounter a company, stand firm and remember Allah much} (13). And His saying: {And be patient; indeed, Allah is with the patient}. And His saying, the Exalted: {O you who have believed, when you encounter those who disbelieve marching into battle, do not turn your backs to them (15). And whoever turns his back to them on such a day, unless swerving as a strategy for war or joining another company, has certainly returned with anger from Allah} (14). Second, if the disbelievers descend upon a land, fighting them and repelling them becomes an individual obligation upon its people. Third, if the Imam calls forth (15) a group of people, the mobilization becomes binding upon them to accompany him, due to the saying of Allah the Exalted: {O you who have believed, what is the matter with you that, when you are told to go forth in the cause of Allah, you adhere heavily to the earth?} (16), along with the verse that follows it. The Prophet (may Allah bless him and grant him peace) also said: "If you are called to arms, then go forth."
Section: Seven conditions are stipulated for the obligation of Jihad: Islam, puberty, sanity, freedom, maleness, safety from harm, and the possession of provisions. As for Islam, puberty, and sanity, these are conditions for the obligation of all other legal branches, and also because the disbeliever is not trusted in Jihad, the insane person is not capable of Jihad, and the child is weak in physical structure. It has been narrated by Ibn Umar that he said: "I was presented to the Messenger of Allah (may Allah bless him and grant him peace) on the day of Uhud while I was fourteen years old, and he did not permit me to join the combatants." This is agreed upon (17). As for freedom, it is a condition, because it was narrated that the Prophet (may Allah bless him and grant him peace) used to pledge allegiance to the free man regarding Islam
