Abu Abd Allah said: Hisham al-Dastawa'i (17) did not say as Hushaym said; he made it an Iqamah for each prayer (18). I said: It is as if you prefer the hadith of Hushaym? He replied: Yes, it is an addition; what harm does it do? This is in the case of a congregation. If he is making up prayers alone, the desirability of this is less in his case, because the Adhan and Iqamah are for notification, and there is no need for notification here. It has been narrated from Ahmad regarding a man who missed prayers and is making them up: He should perform the Adhan, and then perform the Iqamah (19) once, and pray them all. He allowed leniency in that and considered it good. Al-Shafi'i said something similar, though there are two other opinions attributed to him: One of them is that he performs the Iqamah but does not perform the Adhan. This is the opinion of Malik, based on what Abu Sa'id narrated: He said, "We were detained on the day of al-Khandaq from the prayer until it was some time (20) after Maghrib at night." He said: The Messenger of Allah (peace and blessings of Allah be upon him) called Bilal, and he ordered him, and he performed the Iqamah for the Dhuhr and prayed it, then he ordered him, and he performed the Iqamah for the Asr and prayed it (21). This is because the Adhan is for notifying of the time, and that has passed.

The third opinion (22) is: If there is hope for people to gather, he performs the Adhan, otherwise he does not, because the Adhan is legislated for notification and is not legislated except when there is a need. Abu Hanifah said: He should perform the Adhan for every prayer and perform the Iqamah, because whatever is a Sunnah for a prayer during its performance is a Sunnah during its Qada' (making it up), like all other Sunnah acts. (17) Attributed to a town in the lands of al-Ahwaz called Dastuwa. He is Abu Bakr Hisham ibn Abi Abd Allah Sanbar al-Dastawa'i al-Basri.
