Section: As for the person performing Umrah who is not a Mutamatti' (one performing Tamattu'), he may exit the state of Ihram regardless of whether he has a sacrificial animal with him or not, and regardless of whether he is in the months of Hajj or at other times. This is because the Prophet (peace and blessings of Allah be upon him) performed three Umrahs besides the Umrah he performed with his Hajj; some were in Dhu al-Qa'dah, and it is said that all of them were in Dhu al-Qa'dah, and he would exit the state of Ihram. If he had a sacrificial animal with him, he would slaughter it at al-Marwah. Wherever he slaughters it within the Sacred Precincts (Haram), it is valid, because the Prophet (peace and blessings of Allah be upon him) said: "Every mountain pass of Makkah is a path and a place of slaughter." Narrated by Abu Dawud and Ibn Majah (15).

Section: Al-Khiraqi's statement: "He shortens his hair, then he has exited the state of Ihram," indicates that for the Mutamatti', it is recommended to shorten the hair when exiting the state of Ihram from his Umrah, so that the shaving may be for the Hajj. Ahmad said, in the narration of Abu Dawud: "It pleases me, if one enters as a Mutamatti', that he should shorten his hair so that the shaving is for the Hajj." The Prophet (peace and blessings of Allah be upon him) did not order his companions to do anything other than shortening, for he said in the hadith of Jabir: "Exit your state of Ihram by performing circumambulation between al-Safa and al-Marwah, and shorten your hair" (16). In the description of the Hajj of the Prophet (peace and blessings of Allah be upon him): "The people all exited the state of Ihram and shortened their hair" (17). In the hadith of Ibn Umar, he said: "Whoever does not have a sacrificial animal with him, let him perform circumambulation of the House and between al-Safa and al-Marwah, and let him shorten his hair and exit the state of Ihram." Agreed upon (18). If he shaves, it is permissible, because it is one of the two rituals, so it is valid in it (19).
