633 - Issue; he said: "And he proceeds to Mina, and prays the Dhuhr prayer there if he is able; because it was narrated from the Prophet (peace and blessings of Allah be upon him) that he prayed five prayers in Mina."
The totality of this is that it is recommended to depart from Mecca in a state of Ihram on the Day of Tarwiyah, then to pray the Dhuhr prayer in Mina, and then to stay there until he has prayed the five prayers and spent the night there; because the Prophet (peace and blessings of Allah be upon him) did so, as mentioned in the hadith of Jabir (1). This is the view of Sufyan, Malik, al-Shafi'i, Ishaq, and the People of Opinion (Ashab al-Ra'y), and we do not know of any dissenter regarding this. This is not obligatory according to all of them. Ibn al-Mundhir said: "I do not know of any opposition from anyone other than them." Aisha lagged behind on the night of Tarwiyah until two-thirds of the night had passed, and Ibn al-Zubayr prayed in Mecca.
Section: If the Day of Tarwiyah coincides with a Friday, then whoever stays in Mecca until the sun passes its meridian, [from among those for whom Friday prayer is obligatory] (2), he should not depart until he prays it; because Friday prayer is a fard (obligatory), and departing to Mina at that time is not a fard. As for before the sun passes its meridian, if he wishes he may depart, and if he wishes he may stay until he prays it. It has been narrated that this occurred during the days of Umar ibn Abd al-Aziz, and he departed to Mina. Ata said: "Everyone I reached used to do this; I reached them while their Imam would lead the Friday prayer in Mecca and deliver the khutbah (sermon), and at other times he would not lead the prayer nor deliver a khutbah." Based on this, when the Imam departs, he commands some of those who remain behind to lead the people in the Friday prayer. Ahmad said: "If the governor of Mecca is in Mecca on Friday, he leads them in the Friday prayer." It was said to him: "Does he ride from Mina and come to Mecca to lead them in the Friday prayer?" He said: "No, provided he is still in Mecca."
634 - Issue; he said: "Then when the sun rises, he departs to Arafat, and stays there until he prays the Dhuhr and Asr prayers, with an iqamah for each prayer; and if he performs the adhan, there is no harm. And if he misses praying with the Imam, he prays in his own dwelling."
The totality of this is that it is recommended to depart to the station (al-mawqif) from Mina when the sun rises
