343 - Muhammad informed us, saying: Waki' reported to us, from Abu Ma'shar, who said: Our elders informed us, saying: 'Umar said: "This matter [the Caliphate/governance] is not suitable except with firmness that contains no tyranny, and with gentleness that contains no weakness."
٣٤٣ - أَخْبَرَنَا مُحَمَّدٌ، قَالَ: أَنْبَأَ وَكِيعٌ، عَنْ أَبِي مَعْشَرٍ، قَالَ: ثَنَا أَشْيَاخُنَا قَالَ: قَالَ عُمَرُ: «إِنَّ هَذَا الْأَمْرَ لَا يَصْلُحُ إِلَّا بِالشِّدَّةِ الَّتِي لَا جَبْرِيَّةَ فِيهَا، وَبِاللِّينِ الَّذِي لَا وَهْنَ فِيهِ»
