343 - Muhammad informed us, saying: Waki' reported to us, from Abu Ma'shar, who said: Our elders informed us, saying: 'Umar said: "This matter [the Caliphate/governance] is not suitable except with firmness that contains no tyranny, and with gentleness that contains no weakness."
