60 - Muhammad informed us, saying: Waki' informed us, from Mis'ar and al-Mas'udi, from al-Qasim ibn 'Abd al-Rahman, who said: When 'Umar (may Allah have mercy on him) would send out his governors, he would say: "I have not sent you as tyrants, rather I have sent you to him (Allah). Do not beat the Muslims lest you humiliate them; do not withhold from them [their rights] lest you oppress them; do not keep them detained (in service/garrison) for too long lest you cause them trial; and fulfill the counsel of the Muslims," meaning the provision (al-'ata').
٦٠ - أَخْبَرَنَا مُحَمَّدٌ، قَالَ: أَنْبَأَ وَكِيعٌ، عَنْ مِسْعَرٍ، وَالْمَسْعُودِيِّ، عَنِ الْقَاسِمِ بْنِ عَبْدِ الرَّحْمَنِ، قَالَ: كَانَ عُمَرُ رَحِمَهُ اللَّهُ إِذَا بَعَثَ عُمَّالَهُ، قَالَ: «إِنِّي لَمْ أَبْعَثْكُمْ جَبَابِرَةً، إِنَّمَا بَعَثْتُكُمْ إِلَيْهِ، لَا تَضْرِبُوا الْمُسْلِمِينَ فَتُذِلُّوهُمْ، وَلَا تَحْرِمُوهُمْ فَتَظْلِمُوهُمْ، وَلَا تُجَمِّرُوهُمْ فَتَفْتِنُوهُمْ، وَأَدُّوا نَصِيحَةَ الْمُسْلِمِينَ، يَعْنِي الْعَطَاءَ»
