62 - Muhammad informed us, saying: Waki' informed us, from Isma'il ibn Abi Khalid, from Zubayd al-Ayami, who said: 'Umar, may Allah be pleased with him, said: "I enjoin the caliph after me to have fear of Allah (taqwa), and I enjoin him to observe the rights of the early Emigrants (Muhajirin), that he should acknowledge their due rights and preserve their honor. I also enjoin him to treat the Helpers (Ansar) with goodness—those who were settled in the abode and the faith before them—that their righteous ones be accepted and their wrongdoers be pardoned. I enjoin him to treat the people of the garrison towns (amsar) with goodness, for they are the defense of Islam, the frustration of the enemy, and the collectors of wealth; that nothing be taken from them except their surplus, and with their consent. I enjoin him to treat the bedouins with goodness, for they are the stock of the Arabs and the foundation of Islam; that their charity be collected from their surplus wealth and returned to their poor. And I enjoin him regarding the covenant of Allah and the covenant of His Messenger, that he should fulfill their pact, fight for those behind them, and not burden them beyond their capacity."
