64 - Muhammad informed us, saying: Waki' informed us, from Shu'bah, from Mukhariq al-Ahmasi, from Tariq ibn Shihab, who said: 'Umar ibn al-Khattab, may Allah have mercy on him, wrote to the people of Kufa: "Whoever is oppressed by his amir (leader), then he has no authority over him except through me." He said: Thus, a man would come to al-Mughirah ibn Shu'bah and say: "Either you grant me justice from yourself, or you have no authority over me."
٦٤ - أَخْبَرَنَا مُحَمَّدٌ، قَالَ: أَنْبَأَ وَكِيعٌ، عَنْ شُعْبَةَ، عَنْ مُخَارِقٍ الْأَحْمَسِيِّ ⦗١١٨⦘، عَنْ طَارِقِ بْنِ شِهَابٍ، قَالَ: كَتَبَ عُمَرُ بْنُ الْخَطَّابِ رَحِمَهُ اللَّهُ إِلَى أَهْلِ الْكُوفَةِ: " مَنْ ظَلَمَهُ أَمِيرُهُ فَلَا إِمْرَةَ لَهُ عَلَيْهِ دُونِي. قَالَ: فَكَانَ الرَّجُلُ يَأْتِي الْمُغِيرَةِ بْنَ شُعْبَةَ فَيَقُولُ: إِمَّا أَنْ تُنْصِفَنِي مِنْ نَفْسِكِ، وَإِلَّا فَلَا إِمْرَةَ لَكَ عَلَيَّ "
