65 - And Muhammad informed us, saying: Waki' informed us, from Shu'bah, from Abu 'Imran al-Jawni, who said: 'Umar wrote to Abu Musa: 'To proceed: There have always been prominent people among the public who are remembered for representing the needs of the people. So, honor the prominent people you have with you, and it is sufficient for the weak Muslim that he is treated with justice in fairness and distribution.' He said: I asked Abu 'Imran: From whom did you hear this? He replied: I do not know.
٦٥ - وَأَخْبَرَنَا مُحَمَّدٌ، قَالَ: أَنْبَأَ وَكِيعٌ، عَنْ شُعْبَةَ، عَنْ أَبِي عِمْرَانَ الْجَوْنِيِّ، قَالَ: " كَتَبَ عُمَرُ إِلَى أَبِي مُوسَى: «أَمَّا بَعْدُ، فَإِنَّهُ لَمْ يَزَلْ لِلنَّاسِ وُجُوهًا يُذْكَرُونَ بِحَوَائِجِ النَّاسِ، فَأَكْرِمْ وُجُوهَ النَّاسِ قِبَلَكَ، وَبِحَسْبِ الضَّعِيفِ الْمُسْلِمِ أَنْ يُنْصَفَ فِي الْعَدْلِ وَالْقَسْمِ» . قَالَ: قُلْتُ لِأَبِي عِمْرَانَ: مِمَّنْ سَمِعْتَ هَذَا؟ قَالَ: لَا أَدْرِي
