695 - 'Abd Allah informed us, saying: My father narrated to me, saying: Isma'il ibn Ibrahim narrated to us, from 'Ali ibn al-Hakam, who said: Abu Hasan narrated to me that 'Amr ibn Murrah said to Mu'awiyah: "O Mu'awiyah, I heard the Messenger of Allah, may Allah bless him and grant him peace, say: 'There is no imam'—or he said: 'ruler'—'who closes his door against those in need, in poverty, or in misery, but that Allah closes the gates of the heavens against his own misery, need, and poverty.'" He said: So Mu'awiyah appointed a man to attend to the needs of the people.
