1571 - He said: Abu Abd Allah narrated to us, saying: Hushaym narrated to us, saying: Mansur narrated to us, from al-Hasan, who said: Umar ibn al-Khattab, may Allah have mercy on him, said: "I have considered sending a man to these provinces so that they may look into every person of means who has not performed the Hajj, and impose the jizyah (tribute) upon them. They are not Muslims, they are not Muslims."

١٥٧١ - قَالَ: حَدَّثَنَا أَبُو عَبْدِ اللَّهِ، قَالَ: ثنا هُشَيْمٌ، قَالَ: ثنا مَنْصُورٌ، عَنِ الْحَسَنِ، قَالَ: قَالَ عُمَرُ بْنُ الْخَطَّابِ رَحِمَهُ اللَّهُ: «لَقَدْ هَمَمْتُ أَنْ أَبْعَثَ رَجُلًا إِلَى هَذِهِ الْأَمْصَارِ، فَلْيَنْظُرُوا إِلَى كُلِّ رَجُلٍ ذِي جَدَةٍ لَمْ يَحُجَّ، فَيَضْرِبُوا عَلَيْهِمُ الْجِزْيَةَ، مَا هُمْ مُسْلِمِينَ، مَا هُمْ مُسْلِمِينَ»
