"Allah has set a seal upon their hearts" means: He has set a seal; so they do not comprehend guidance. "And upon their hearing," so they do not hear it. "And over their vision is a veil," so they do not see it.
Muhammad said: "A veil" means: a covering. [Ayah 8-10].
﴿ختم الله على قُلُوبهم﴾ يَعْنِي: طبع؛ فهم لَا يفقهُونَ الْهدى ﴿وعَلى سمعهم﴾ فَلَا يسمعونه ﴿وَعَلَى أَبْصَارِهِمْ غِشَاوَةٌ﴾ فَلَا يبصرونه.
قَالَ مُحَمَّد: ((غِشَاوَةٌ)) يَعْنِي: غطاء. [آيَة ٨ - ١٠].
