"And complete the Hajj and the 'Umrah for Allah." Qatadah's interpretation: He said: The Messenger of Allah (ﷺ) said: "It is only one Hajj and one 'Umrah; whoever performs them both has performed the obligation, or has performed what is incumbent upon him; and whatever he attains after that is voluntary (tatawwu')."
Yahya said: The consensus of the general public is that the Hajj and the 'Umrah are both obligations, except that Sa'id
﴿وَأَتمُّوا الْحَج وَالْعمْرَة لله﴾ تَفْسِير قَتَادَة: قَالَ: قَالَ رَسُول اللَّهِ ﷺ: ((إِنَّمَا هِيَ حجَّة وَعمرَة؛ فَمن قضاهما، فقد قضى الْفَرِيضَة، أَو قضى مَا عَلَيْهِ؛ فَمَا أصَاب بعد ذَلِك، فَهُوَ تطوع)).
قَالَ يَحْيَى: الْعَامَّةُ عَلَى أَنَّ الْحَجَّ وَالْعُمْرَةَ فَرِيضَتَانِ، إِلا أَنَّ سَعِيدًا
