b. Jubayr said: (He narrated to us) from Abu Ma'shar, from Ibrahim, from 'Abdullah ibn Mas'ud, who said: "The Hajj is an obligation, and the 'Umrah is voluntary (tatawwu')."
The recitation for this interpretation is with the nasb (accusative case) for 'Hajj' and the raf' (nominative case) for 'Umrah,' while the recitation of the general public is with the nasb for both.
His saying, the Almighty: "If you are prevented (in your journey)" (2:196). Al-ihsar (being prevented) is for something to occur to a man that stands between him and the Hajj, such as illness or an enemy. "Then what is available of the sacrificial animal" (2:196). Ibn 'Abbas said: What is available of the sacrificial animal is a sheep. "And do not shave your heads until the sacrificial animal reaches its place of sacrifice" (2:196). 'Ata' said: Every sacrificial animal that reaches the Haram (sacred territory) and then dies, has reached its place of sacrifice, except for the sacrificial animal for tamattu' (combining 'Umrah and Hajj) and for the one who is prevented.
Muhammad said: Al-mahill (the place of sacrifice) is the location where it becomes permissible [to perform the slaughter]; it is from 'halla yahillu,' meaning it has become due (wajaba yajibu). "And whoever among you is sick or has an ailment in his head, then a fidyah (expiation) of fasting, or charity, or a sacrifice" (2:196).
