Tafsir al-Qur'an al-'Aziz by Ibn Abi Zamanin
Volume 1 · Page 411283

Translation · EN

"And if you are on a journey and cannot find a scribe, then [there should be] security deposits taken into possession; but if one of you trusts the other," meaning: if the one who owes the right is trustworthy to the owner of the right, and he does not take a security deposit from him during the journey due to his trust in him, "then let the one who was entrusted fulfill his trust," meaning: let him fulfill the right that is upon him. "And do not conceal the testimony," meaning: before the judges. "And whoever conceals it," so he does not testify when he is called upon, "then indeed, his heart is sinful."

Yahya [narrated] from al-Mubarak, from al-Hasan, who said: I heard Abu Sa'id al-Khudri saying: The Messenger of Allah (peace be upon him) said: "Let not fear of the people prevent any of you from speaking the truth when he witnesses it or knows of it."
