"Allah bears witness that there is no god but Him, and the angels, and those possessed of knowledge, standing in justice." In this verse, there is a transposition (taqdim wa ta'khir). He says: Allah bears witness that there is no god but Him, standing in justice; meaning: with fairness. [And the angels bear witness, and those possessed of knowledge bear witness, and they are the believers.]
Muhammad says: "Qaiman" (standing) is in the accusative case (nasb) as a circumstantial qualifier (hal); and it is an emphasizing circumstantial qualifier. "But if you turn away after the clear proofs have come to you," meaning: what was clarified for them. "Then know that Allah is Exalted in Might and All-Wise."
Yahya says: I believe that they interpreted everything that contains a threat as: Exalted (Aziz) in His retribution; and everything that does not contain a threat as: Exalted (Aziz) in His dominion.
﴿شَهِدَ اللَّهُ أَنَّهُ لَا إِلَهَ إِلا هُوَ وَالْمَلائِكَةُ وَأُولُو الْعِلْمِ قَائِما بِالْقِسْطِ﴾ فِيهَا تَقْدِيم وَتَأْخِير؛ يَقُول: شَهِدَ اللَّهُ أَنَّهُ لَا إِلَهَ إِلَّا هُوَ قَائِما بِالْقِسْطِ؛ أَي بِالْعَدْلِ [وَيشْهد الْمَلَائِكَة وَيشْهد أولو الْعِلْم وهم الْمُؤْمِنُونَ]
قَالَ مُحَمَّد: نصب ﴿قَائِما﴾ عَلَى الْحَال؛ وَهِي حَال مُؤَكدَة. ﴿فَإِن توليتم مِنْ بَعْدِ مَا جَاءَتْكُمُ الْبَيِّنَاتُ﴾ يَعْنِي: مَا بَين لَهُم ﴿فَاعْلَمُوا أَن الله عَزِيز حَكِيم﴾
قَالَ يَحْيَى: أَحسب أَنهم فسروا كُلَّ شَيْء فِيهِ وَعِيد: عَزِيز فِي نقمته، وكُلَّ شَيْء لَيْسَ فِيهِ وَعِيد: عَزِيز فِي ملكه.
