"Humiliation is pitched upon them wherever they are found" meaning: wherever they are encountered. "Except by a rope from Allah and a rope from the people," Al-Suddi said: meaning by a guarantee of safety and a covenant from Allah and from the people. "And they have incurred wrath from Allah," meaning: they have deserved His wrath. "Poverty is pitched upon them," meaning: the jizya (tribute) that is taken from them. "That is because they used to disbelieve in the signs of Allah and kill the prophets without right," meaning: their ancestors, and he does not mean those who were alive during the time of the Prophet, peace be upon him.
﴿ضربت عَلَيْهِم الذلة أَيْنَمَا ثقفوا﴾ أَي: حَيْثُمَا وجدوا ﴿إِلا بِحَبْلٍ مِنَ اللَّهِ وَحَبْلٍ مِنَ النَّاسِ﴾ قَالَ السّديّ: يَعْنِي بِأَمَان وعهد من الله، وَمن النَّاس ﴿وَبَاءُوا بغضب من الله﴾ يَعْنِي: استوجبوا غَضَبه ﴿ضربت عَلَيْهِم المسكنة﴾ يَعْنِي: مَا يُؤْخَذ مِنْهُم من الْجِزْيَة ﴿ذَلِكَ بِأَنَّهُمْ كَانُوا يَكْفُرُونَ بِآيَاتِ اللَّهِ وَيَقْتُلُونَ الأَنْبِيَاءَ بِغَيْرِ حق﴾ يَعْنِي: أوائلهم، وَلَيْسَ يَعْنِي الَّذين أدركوا النَّبِي عليه السلام.
