"And they request from you a [legal] ruling concerning women." Al-Kalbi said: "The Messenger of Allah ﷺ was asked [what they have] regarding the inheritance, so Allah revealed [the verses concerning] the quarter and the eighth." "Say, Allah gives you a ruling about them," up to His saying: "And you desire to marry them," meaning: you refrain from marrying them.

Yahya [narrated] from Sufyan, from Simak bin Harb, from Khalid bin Ar'arah, from Ali bin Abi Talib, "that he said regarding His saying: 'And [what] is recited to you in the Book' [the verse]: He said: A woman would be with a man, the daughter of his paternal uncle, an orphan in his care, and she would have wealth. He would not marry her due to her lack of appeal, but would rather hold her back until he inherited from her; so this verse was revealed, and they were forbidden from that."

And His saying: "You do not give them what is prescribed for them," means: their inheritance.

And His saying: "And the oppressed among the children," He says: He gives you a ruling regarding them, and regarding the oppressed among the children, [that] you should not consume [any of] their wealth.

Qatadah said: They used to not grant inheritance to the young, and they only granted inheritance to those who could work, provide benefit, and defend. "And that you maintain for the orphans [justice] in equity." This is a continuation of the first speech: "Say, Allah gives you a ruling about them," and about the female orphans, and about the oppressed among the children, and that you maintain for the orphans [justice] in equity.
