"And those who disbelieved say, 'Why'" meaning: why was "not a sign sent down to him from his Lord?" God said: "You are only a warner," and it is not upon you to bring them a sign for anything, "and for every people there is a guide," meaning: a caller who invites them to God; according to the interpretation of Qatada.
﴿وَيَقُول الَّذين كفرُوا لَوْلَا﴾ هَلا ﴿أُنْزِلَ عَلَيْهِ آيَةٌ مِنْ ربه﴾ قَالَ اللَّهُ: ﴿إِنَّمَا أَنْتَ مُنْذِرٌ﴾ وَلَسْتَ مِنْ أَنْ تَأْتِيَهُمْ بآيةٍ فِي شيءٍ ﴿وَلِكُلِّ قَوْمٍ هَادٍ﴾ أَيْ: دَاعٍ يَدْعُوهُمْ إِلَى اللَّهِ؛ فِي تَفْسِير قَتَادَة.
