"with clear signs and the Zabur (scriptures)," meaning: the books.
Yahya said: There is an inversion in it: "And We did not send before you with clear signs and the Zabur, except men to whom We revealed."
"And We have sent down to you the Reminder," the Quran.
﴿بِالْبَيِّنَاتِ والزبر﴾ يَعْنِي: الْكُتُبَ.
قَالَ يحيى: فِيهَا تقديمٌ: وَمَا أَرْسَلْنَا مِنْ قَبْلِكَ بِالْبَيِّنَاتِ وَالزُّبُرِ إِلا رِجَالا نُوحِي إِلَيْهِم.
﴿وأنزلنا إِلَيْك الذّكر﴾ الْقُرْآن.
