"And that Allah does not guide the disbelieving people," meaning: those who meet Allah in their state of disbelief.
﴿وَأَنَّ اللَّهَ لَا يَهْدِي الْقَوْمَ الْكَافرين﴾ يَعْنِي: الَّذِينَ يَلْقَوْنَ اللَّهَ بِكُفْرِهِمْ.
