"So why then," meaning: why did they not, "when Our punishment came to them, did they not humble themselves?" Meaning: they did not humble themselves, "but their hearts became hardened," meaning they became callous and did not believe. This which would afflict the nations of poverty and hardship is only something by which Allah tests them before the punishment, so that they might believe; and when they do not believe, Allah destroys them.
