"They said, 'O Moses, indeed within it is a people of tyrants,'" up to His saying: "'So do not grieve over the defiantly disobedient people.'" Al-Kalbi said: They were in the mountains of Jericho in Jordan, and the people became cowardly about entering it. So they sent spies, one man from each tribe, to bring them news of the Holy Land. Twelve men entered, stayed there for forty nights, and then left. Two of them were truthful.
﴿قَالُوا يَا مُوسَى إِنَّ فِيهَا قوما جبارين﴾ إِلَى قَوْلِهِ: ﴿فَلا تَأْسَ عَلَى الْقَوْم الْفَاسِقين﴾ قَالَ الْكَلْبِيُّ: كَانُوا بِجِبَالِ أَرِيحَا مِنَ الْأُرْدُنِ فَجَبُنَ الْقَوْمُ أَنْ يَدْخُلُوهَا؛ فَأَرْسَلُوا جَوَاسِيسَ مِنْ كُلِّ سِبْطٍ رَجُلًا؛ لِيَأْتُوهُمْ بِخَبَرِ الْأَرْضِ الْمُقَدَّسَةِ، فَدَخَلَ الِاثْنَا عَشَرَ؛ فَمَكَثُوا بِهَا أَرْبَعِينَ لَيْلَةً ثُمَّ خَرَجُوا، فَصَدَقَ اثْنَانِ
