"They said: 'Defer him and his brother'" means: delay him and his brother, "'and send to the cities gatherers'" who will gather the sorcerers; for he is merely a sorcerer, and his magic is not such that it would overcome your sorcerers.

﴿قَالُوا أرجه وأخاه﴾ أَيْ: أَخِّرْهُ وَأَخَاهُ ﴿وَأَرْسِلْ فِي الْمَدَائِن حاشرين﴾ يَحْشُرُونَ السَّحَرَةَ؛ فَإِنَّمَا هُوَ سَاحِرٌ، وَلَيْسَ سِحْرُهُ بِالَّذِي يَغْلِبُ سَحَرَتَكَ. .
