"And among those We created is a community which guides by the truth and by it they judge"—meaning: they govern.
Qatadah said:
It was mentioned to us that the Prophet of Allah (may Allah bless him and grant him peace) said: "This is for you, and Allah has given the people before you the like of it"; meaning: His saying: "And of the people of Moses is a community which guides by the truth and by it they judge."
﴿وَمِمَّنْ خَلَقْنَا أُمَّةٌ يَهْدُونَ بِالْحَقِّ وَبِه يعدلُونَ﴾ أَيْ: يَحْكُمُونَ.
قَالَ قَتَادَةُ:
ذُكِرَ لَنَا أَن نَبِي اللَّه ﷺ قَالَ: " هَذِهِ لَكُمْ، وَقَدْ أَعْطَى اللَّهُ الْقَوْمَ بَيْنَ أَيْدِيكُمْ مِثْلَهَا "؛ يَعْنِي: قَوْلَهُ: ﴿وَمِنْ قَوْمِ مُوسَى أُمَّةٌ يَهْدُونَ بِالْحَقِّ وَبِهِ يَعْدِلُونَ﴾.
