"Have you made the watering of the pilgrims and the maintenance of the Sacred Mosque" Mujahid said: They were ordered to migrate, so al-Abbas ibn Abd al-Muttalib said: I shall provide water to the pilgrims, and Talhah, the brother of Banu Abd al-Dar, said: I am the custodian of the Kaaba, so we shall not migrate. Thus, this verse was revealed up to His saying: "Indeed, with Allah is a great reward." This was before the conquest of Mecca.
Surat at-Tawbah from verse (23) to verse (24).
﴿أَجَعَلْتُمْ سِقَايَةَ الْحَاجِّ وَعِمَارَةَ الْمَسْجِدِ الْحَرَام﴾ قَالَ مُجَاهِدٌ: أُمِرُوا بِالْهِجْرَةِ، فَقَالَ عَبَّاسُ بْنُ عَبْدِ الْمُطَّلِبِ: أَنَا أَسْقِي الْحَاجَّ، وَقَالَ طَلْحَةُ أَخُو بَنِي عَبْدِ الدَّارِ: أَنَا حَاجِبُ الْكَعْبَةِ؛ فَلا نُهَاجِرُ. فَنَزَلَتْ هَذِهِ الآيَةُ إِلَى قَوْلِهِ: ﴿إِنَّ اللَّهَ عِنْده أجر عَظِيم﴾ وَكَانَ هَذَا قَبْلَ فَتْحِ مَكَّةَ.
