"Do they not know that whoever opposes Allah and His Messenger"—meaning: whoever acts with hostility toward Allah and His Messenger—
"then for him is the fire of Hell."
Muhammad says: The meaning of His saying, "whoever opposes Allah and His Messenger," is: whoever is in one boundary (hadd) while Allah and His Messenger are in another boundary; meaning: a different side. The phrase "fa-anna lahu" (then for him) is read with both the fathah (a-vowel) and the kasrah (i-vowel). Whoever reads it with the kasrah (fa-inna lahu) does so based on the start of a new clause, as when you say: "For indeed, for him is the fire of Hell," where 'inna' is included for emphasis. Whoever reads it with the fathah (fa-anna lahu), it is merely a repetition of the first 'anna' for emphasis, because when the speech became lengthy, repeating it was more emphatic.
