"The bedouins are stronger in disbelief and hypocrisy," meaning that the hypocrites of the bedouins are more severe in their hypocrisy and disbelief than the hypocrites of the people of Medina. "And more likely not to know the limits of what Allah has revealed to His Messenger." Qatadah said: He says, they are less knowledgeable about the Sunnahs.
﴿الْأَعْرَاب أَشد كفرا ونفاقا﴾ يَعْنِي: أَنَّ مُنَافِقِي الأَعْرَابِ أَشَدُّ مِنْ مُنَافِقِي أَهْلِ الْمَدِينَةِ فِي نِفَاقِهِمْ وَكُفْرِهِمْ ﴿وَأَجْدَرُ أَلَّا يَعْلَمُوا حُدُودَ مَا أَنْزَلَ اللَّهُ عَلَى رَسُوله﴾ قَالَ قَتَادَةُ: يَقُولُ: هُمْ أَقَلُّ علما بالسنن.
