"O you who have believed, fear Allah and be with the truthful." It is the interpretation of some of them that He addressed with this those who had not yet migrated, so that they might migrate to the Prophet in Medina.
Surah at-Tawbah, from verse (120) only.
﴿يَا أَيهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَكُونُوا مَعَ الصَّادِقين﴾ تَفْسِيرُ بَعْضِهِمْ: خَاطَبَ بِهَذَا مَنْ لَمْ يُهَاجِرْ، لِيُهَاجِرُوا إِلَى النَّبِيِّ بِالْمَدِينَةِ.
