"And among them are those who listen to you," meaning: a group that listens.
"Will you, then, cause the deaf to hear, even if they do not understand?" This refers to the hearing of acceptance.
Surah Yunus, from verse (43) to verse (52).
﴿وَمِنْهُم من يَسْتَمِعُون إِلَيْك﴾ يَعْنِي: جَمَاعَةً يَسْتَمِعُونَ.
﴿أَفَأَنْتَ تُسْمِعُ الصُّمَّ وَلَوْ كَانُوا لَا يَعْقِلُونَ﴾ وَهَذَا سمع الْقبُول.
