"But they would not have believed in that which they had denied before," meaning: before the punishment came to them. "Thus do We seal the hearts of the transgressors," meaning: the polytheists.

﴿فَمَا كَانُوا لِيُؤْمِنُوا بِمَا كَذَّبُوا بِهِ مِنْ قَبْلُ﴾ أَيْ: مِنْ قَبْلِ أَنْ يَأْتِيَهُمُ الْعَذَابُ ﴿كَذَلِكَ نَطْبَعُ على قُلُوب الْمُعْتَدِينَ﴾ الْمُشْركين.
