"Except those upon whom your Lord has had mercy," and they are the believers; they do not differ regarding the Resurrection as the disbelievers differed regarding it, "and for that He created them," meaning: and for that He created the people of mercy, that they might not differ.
﴿إِلَّا من رحم رَبك﴾ وَهُمُ الْمُؤْمِنُونَ؛ لَا يَخْتَلِفُونَ فِي الْبَعْثِ كَمَا اخْتَلَفَ الْكُفَّارُ فِيهِ ﴿وَلذَلِك خلقهمْ﴾ أَيْ: وَلِذَلِكَ خَلَقَ أَهْلَ الرَّحْمَةِ أَلا يَخْتَلِفُوا.
