"And We decreed for the Children of Israel in the Book," meaning: We informed them, "that you will surely cause corruption on the earth twice, and you will surely reach a degree of great haughtiness," meaning: you will surely prevail with severe subjugation.
﴿وَقَضَيْنَا إِلَى بَنِي إِسْرَائِيلَ فِي الْكتاب﴾ أَيْ: أَعْلَمْنَاهُمْ ﴿لَتُفْسِدُنَّ فِي الأَرْضِ مرَّتَيْنِ ولتعلن علوا كَبِيرا﴾ يَعْنِي: لتقهرن قهرا شَدِيدا
