"And We made them leaders inviting to the Fire," meaning: those of the disbelievers who come after them follow them.
﴿وَجَعَلْنَاهُمْ أَئِمَّةً يَدْعُونَ إِلَى النَّارِ﴾ أَيْ: يَتْبَعُهُمْ مَنْ بَعْدَهَمْ مِنَ الْكفَّار
