"But when the truth came to them from Us"—meaning: the Quran—"they said, 'Why has he not been given'"—referring to the Prophet, peace be upon him—"'the like of what was given to Moses?'" That is: Why was the Quran not revealed to him all at once, just as the Torah was revealed to Moses all at once?
Allah said: "But did they not disbelieve in what was given to Moses before?" For the Book of Moses was a proof against them. In the tafsir of al-Hasan: "They said, 'Two sorcerers who support each other'"—meaning Moses and Muhammad; this is according to the tafsir of al-Hasan, and this was the saying of the Arab polytheists—"'And they said, "Indeed, we are in both of them disbelievers"'"—meaning: in both the Torah and the Quran.
﴿فَلَمَّا جَاءَهُمُ الْحَقُّ مِنْ عِنْدِنَا﴾ يَعْنِي: الْقُرْآنَ ﴿قَالُوا لَوْلا أُوتِيَ﴾ يعنون: النَّبِي عليه السلام ﴿مثل مَا أُوتِيَ مُوسَى﴾ أَيْ: هَلَّا أُنْزِلَ عَلَيْهِ الْقُرْآنُ جُمْلَةً وَاحِدَةً؛ كَمَا أُنْزِلَتِ التَّوْرَاةُ عَلَى مُوسَى جُمْلَةً وَاحِدَةً.
قَالَ الله: ﴿أَو لم يَكْفُرُوا بِمَا أُوتِيَ مُوسَى مِنْ قبل﴾ وَقَدْ كَانَ كِتَابُ مُوسَى عَلَيْهِمْ حُجَّةً؛ فِي تَفْسِيرِ الْحَسَنِ ﴿قَالُوا ساحران تظاهرا﴾ مُوسَى وَمُحَمَّدٌ؛ فِي تَفْسِيرِ الْحَسَنِ؛ وَهَذَا قَوْلُ مُشْرِكِي الْعَرَبِ ﴿وَقَالُوا إِنَّا بِكُل كافرون﴾ يَعْنِي: بِالتَّوْرَاةِ وَالْقُرْآن.
