these are the ones whom we led astray, whom we led astray" means we misguided them, "just as we went astray" means "we were misguided," "We declare our innocence before You. It was not us that they were worshiping," meaning: they were not worshiping us because of any authority we had over them by which we compelled them. Rather, we merely called them through whispering, just as Iblis (Satan) said: "And I had no authority over you except that I called you, and you responded to me."
Surat al-Qasas from (verse 64 to verse 71).
هَؤُلَاءِ الَّذين أغوينا أغويناهم﴾ أضللناهم ﴿كَمَا غوينا﴾ ﴿ضَلَلْنَا﴾ (تَبَرَّأْنَا إِلَيْكَ مَا كَانُوا إيانا يعْبدُونَ﴾ أَيْ: بِسُلْطَانٍ كَانَ لَنَا عَلَيْهِمُ اسْتَكْرَهْنَاهُمْ بِهِ، وَإِنَّمَا دَعَوْنَاهُمْ بِالْوَسْوَسَةِ؛ كَقَوْلِه إِبْلِيسَ: ﴿وَمَا كَانَ لِي عَلَيْكُمْ مِنْ سُلْطَانٍ إِلا أَنْ دَعَوْتُكُمْ فاستجبتم لي﴾.
