"Or do those who commit evil deeds" mean: polytheism, "think that they can outstrip Us," so that We would not be able to reach them and punish them? That is: they have thought that, but it is not as they have presumed. "Evil is what they judge," meaning: vile is what they judge, by thinking that Allah created them and will then not resurrect them to reward them for their deeds. Then He said: "Whoever hopes for the meeting with Allah," meaning: whoever fears the resurrection, and this is the believer, "then the term of Allah is surely coming," meaning: the resurrection.
﴿أَمْ حَسِبَ الَّذِينَ يَعْمَلُونَ السَّيِّئَاتِ﴾ يَعْنِي: الشّرك ﴿أَن يسبقونا﴾ حَتَّى لَا نَقْدِرَ عَلَيْهِمْ فَنُعَذِّبَهُمْ أَيْ: قَدْ حَسِبُوا ذَلِكَ وَلَيْسَ كَمَا ظنُّوا ﴿سَاءَ مَا﴾ أَي: بئس مَا ﴿يحكمون﴾ أَنْ يَظُنُّوا أَنَّ اللَّهَ خَلَقَهُمْ، ثُمَّ لَا يَبْعَثُهُمْ فَيَجْزِيَهُمْ بِأَعْمَالِهِمْ، ثُمَّ قَالَ: ﴿مَنْ كَانَ يَرْجُو لِقَاء الله﴾ يَقُولُ: مَنْ كَانَ يَخْشَى الْبَعْثَ، وَهَذَا الْمُؤْمِنُ ﴿فَإِنَّ أَجَلَ اللَّهِ لآت﴾ يَعْنِي: الْبَعْث
