[He has sent it down] "to warn of a severe punishment from Him," meaning: with a severe punishment from Him, that is, from His presence; "and to give good tidings to the believers who do righteous deeds that they will have a good reward" with Allah in Paradise, "in which they will remain forever."
﴿لِيُنْذِرَ بَأْسًا شَدِيدًا مِنْ لَدُنْهُ﴾ أَيْ: بِعَذَابٍ شَدِيدٍ مِنْ لَدُنْهُ؛ أَيْ: مِنْ عِنْدِهِ ﴿وَيُبَشِّرَ الْمُؤْمِنِينَ الَّذِينَ يَعْمَلُونَ الصَّالِحَاتِ أَنَّ لَهُمْ أجرا حسنا﴾ عِنْدَ اللَّهِ فِي الْجَنَّةِ ﴿مَاكِثِينَ فِيهِ أَبَدًا﴾.
