"And He makes it into fragments," meaning: pieces, "so you see the rain" - the rainfall - "coming forth from their midst," from the midst of the clouds.
﴿ويجعله كسفا﴾ أَي: قطعا ﴿فترى الودق﴾ الْمَطَر ﴿يخرج من خلاله﴾ من خلال السَّحَاب.
