"He arranges each matter from the heaven to the earth," meaning: He sends it down with Gabriel from the heaven to the earth. "Then it will ascend to Him," meaning: it ascends; referring to Gabriel [returning] to the heaven, "during a day the extent of which is a thousand years" of the days of this world.
Yahya said: Between the heaven and the earth is a journey of five hundred years. So he descends the distance of five hundred years, and ascends the distance of five hundred years in a day, or even in less than a day. Sometimes the Prophet, peace be upon him, would be asked about a matter that had arisen, and it would descend faster than the blink of an eye.
Surah As-Sajdah, from verse 6 to verse 11.
﴿يُدَبِّرُ الأَمْرَ مِنَ السَّمَاءِ إِلَى الأَرْض﴾ أَيْ: يُنَزِّلُهُ مَعَ جَبْرِيلَ مِنَ السَّمَاءِ إِلَى الأَرْضِ ﴿ثُمَّ يَعْرُجُ إِلَيْهِ﴾ أَيْ: يَصْعَدُ؛ يَعْنِي: جِبْرِيلَ إِلَى السَّمَاءِ ﴿فِي يَوْمٍ كَانَ مِقْدَارُهُ ألف سنة﴾ مِنْ أَيَّامِ الدُّنْيَا.
قَالَ يَحْيَى: بَين السَّمَاء وَالْأَرْض مسيرَة خَمْسمِائَة سنة، فَينزل مسيرَة خَمْسمِائَة سنة، ويصعد مسيرَة خَمْسمِائَة سنة فِي يَوْم وَفِي أقل مِنْ يَوْمٍ، وَرُبَّمَا سُئِلَ النَّبِيُّ عليه السلام عَنِ الْأَمْرِ يَحْضُرُهُ، فَيَنْزِلُ فِي أسْرع من الطّرف.
