"But the word from Me has been fulfilled," meaning: it has already been decreed, "that I will surely fill Hell with jinn and mankind all together," meaning: the polytheists from both groups.
﴿وَلَكِن حق القَوْل مني﴾ أَيْ: سَبَقَ ﴿لأَمْلأَنَّ جَهَنَّمَ مِنَ الْجنَّة وَالنَّاس أَجْمَعِينَ﴾ يَعْنِي: الْمُشْركين من الْفَرِيقَيْنِ
