"[A promise binding upon Us]" (meaning: the commencement) "[Indeed, We will do it]" (21:104), meaning: We are the ones who will do it.
Muhammad said: "[A promise]" (wa'dan) is in the accusative case as a verbal noun (masdar), in the sense of: We promised them [this] a promise.
﴿وَعدا علينا﴾ (يَعْنِي: الْبِدْءَ) ﴿إِنَّا كُنَّا فَاعِلِينَ﴾ أَيْ: نَحْنُ فَاعِلُونَ.
قَالَ مُحَمَّدٌ: ﴿وَعدا﴾ مَنْصُوبٌ عَلَى الْمَصْدَرِ؛ بِمَعْنَى: وَعَدْنَاهُمْ [هَذَا] وَعدا.
