"Say: In whose hand is the dominion [malakut] of all things?" meaning: the ownership [mulk] of all things. "And He protects [yujir]" whom He wills, so He defends them and they cannot be reached. "And none can protect against Him [la yujar 'alayh]," meaning: if He intends to punish someone, no one is able to prevent Him.
