"Do not think that those who disbelieve are capable of frustrating [the will of Allah] on earth," meaning: Do not think that they will escape Us such that We would be unable to seize them and hold them to account.
Surat an-Nur (Verse 58).
﴿لَا تَحْسَبَنَّ الَّذِينَ كَفَرُوا مُعْجِزِينَ فِي الأَرْض﴾ أَيْ: لَا تَحْسَبَنَّهُمْ يَسْبِقُونَنَا حَتَّى لَا نقدر عَلَيْهِم فنحاسبهم.
