"Let them ask permission, as those before them have asked permission [when they have reached puberty]." He means: those who have reached puberty. "Thus," meaning: in this manner, "does Allah make clear to you His verses; and Allah is All-Knowing" regarding His creation, "All-Wise" in His command.
﴿فَلْيَسْتَأْذِنُوا كَمَا اسْتَأْذَنَ الَّذِينَ مِنْ قبلهم﴾ يَعْنِي: من احْتَلَمَ ﴿كَذَلِك﴾ أَيْ: هَكَذَا ﴿يُبَيِّنُ اللَّهُ لَكُمْ آيَاته وَالله عَلِيمٌ﴾ بِخَلْقِهِ ﴿حَكِيمٌ﴾ فِي أَمْرِهِ
