"And those who do not expect to meet Us say," meaning: those who do not fear the Resurrection, "Why were angels not sent down to us," that they might testify that you are the Messenger of Allah, "or [why] do we not see our Lord," with [our own] eyes, so that He may inform us that you are the Messenger of Allah? Allah said: "They have certainly become arrogant within themselves," and the rest of the verse.
﴿وَقَالَ الَّذِينَ لَا يَرْجُونَ لِقَاءَنَا﴾ يَعْنِي: لَا يَخْشَوْنَ الْبَعْثَ ﴿لَوْلا﴾ هلا ﴿أنزل علينا الْمَلَائِكَة﴾ فَيَشْهَدُوا أَنَّكَ رَسُولُ اللَّهِ ﴿أَوْ نرى رَبنَا﴾ مُعَايَنَةً؛ فَيُخْبِرُنَا أَنَّكَ رَسُولُ اللَّهِ قَالَ اللَّهُ: ﴿لَقَدِ اسْتَكْبَرُوا فِي أنفسهم﴾ الْآيَة.
